Active degassing station for the Novyi Svet-Eco solid waste landfill with landfill gas power station

  1. General information about the project
    In the period since December 2013. by August 2015. group of companies “Prodeks” pilot investment project in the Gatchina district of the Leningrad region for the creation of the generating facility, functioning with the use of renewable energy source landfill gas landfill. The amount of electric power generation is 2.4 MW (the first stage of construction), and 4.8 mW (second stage of construction).

The basic equipment of the generating facility – turnkey block-modular gas-piston units (GPU) in container design maximum operational readiness of a unit installed capacity of 1200 kW (1.2 MW) with an output voltage of 10 kV.

The electrical energy produced by the installed modular GPU generating object is transferred to electric networks of JSC “Lenenergo” through step-up transformer substation with the voltage of 35/10 kV. The produced energy is generated with parameters that meet the requirements of the network companies (THE JSC “Lenenergo”) and purchased by the networks of JSC “Lenenergo” according to the approved tariff.

In the composition of the generating facility is expected to use equipment in block-modular design, maximum prefabrication (modular GPU, modular substation 10 kV and 35 kV, block-module gas-compressor stations, etc.).

The construction of the object is performed in two stages:

  • The first phase of construction – the construction of the generating facility with an installed capacity of 2.4 MW;
  • The second phase of construction – the increase in the installed electric generating capacity of the facility to 4.8 MW.
    The construction of the first stage is now completed (the facility was commissioned on August 18, 2015).

The decision on building of the second turn is taken by the investor on the results of trial operation of the generating facility with an installed capacity of 2.4 MW.

As the Investor has received the relevant letter is that of the generating object based on a complete modular gensets in modular design, maximum prefabrication is not an object of capital construction, the mandatory state expertise of design documentation (in accordance with the town planning Code of the Russian Federation, article 48 – 49) not required (only carried out State ecological expertise).

The first phase of the facility “Station of active degassing of the Landfill “New Light-Eco”, with the power plant running on landfill gas” is built on a solid waste landfill (MSW) located at: Leningrad region, Gatchina district, near the village of Novy Svet, plot No. 1, designed for generating electrical energy using extracted from the landfill landfill gas.

The main parts of the construction are:

  • Gas block-modular power plant (GPP) installed capacity of 4800 kW (4.8 MW) with a step-up substation with voltage of 35 /10.5 kV (35/10), which is located on the site of the GPP.
  • The system of collection and treatment of landfill gas, which is located on the landfill site of municipal solid waste.The composition of the gas piston power plant (gppp) in modular design with a step-up substation with voltage of 35 /10.5 kV (substation 35/10) includes:
  • Four modular gas-piston units (GPU) container type (BM HCP) unit installed capacity of 1200 kW with an output voltage of 10.5 kV;
  • The main gas compressor station (GGCS) in block-modular execution;
  • Switchgear generator voltage 10.5 kV in modular design (TP-10 / 0,4 kV) switchgear of own needs with voltage of 0.4 kV (distribution unit for internal needs of the 0.4 kV);
  • Low-temperature flare unit;
  • Emergency diesel power station (ADES) in modular design with a capacity of 250 kVA;
  • Power oil transformer increasing a voltage of 10.5 /35 kV outdoor installation with a capacity of 6300 kVA;
  • Switchgear 35 kV (RU-35 kV) in block-modular execution;
  • Sunblock in modular design for the operating staff;
  • Auxiliary equipment (collection tank process liquids, tanks fire extinguishing systems, and technological overpass, in-site engineering networks, etc.) of plant (the specific type of accessories specified at the stage of working documentation development) in accordance with the General plan of the site of the power plant.The system of collection and treatment of landfill gas include:
  • Satellite, gas compressor station (JCCS) in block-modular execution;
    The system of collection and treatment of landfill gas (tanks condensate collection, condensate wells, collection pipelines, etc.).
  • Accessories, valves, in-site engineering networks, etc.
  • In all, the facility Investor allocated two stages of construction:

The first phase of construction consisting of:
– two block-modular gas-piston power plants containerized unit installed capacity of 1200 kW with an output voltage of 10.5 kV;
– one of the main gas compressor station (GGCS) in block-modular execution;
– one switchgear generator voltage 10.5 kV in modular design (TP-10 / 0,4 kV) switchgear of own needs with voltage of 0.4 kV (distribution unit for internal needs of the 0.4 kV);
– one low-temperature flare unit;
– one emergency diesel power station (ADES) in block-modular execution;
– one power oil transformer increasing a voltage of 10.5 /35 kV outdoor installation with a capacity of 6300 kVA;
– Switchgear 35 kV (RU-35 kV) in block-modular execution;
– sunblock in modular design for the operating staff;
– auxiliary equipment (collection tank process liquids, tanks fire extinguishing systems, and technological overpass, in-site engineering networks, etc.) of plant (the specific type of accessories specified at the stage of working documentation development) in accordance with the General plan of the site of the power plant.
– two satellite gas compressor station (JCCS) in block-modular execution;
– the system of collection and treatment of landfill gas (condensate wells, collection pipelines, etc.) for the two JCCS in the first instance.

The second phase of the construction of the facility consisting of:
– two block-modular GPPPs of container execution with a unit installed capacity of 1200 kW with an output voltage of 10.5 kV;
– on-site engineering networks for the second phase of the construction of the facility;
– two cccs in block-modular design;
– a system for collecting and treating landfill gas (condensate wells, prefabricated gas pipelines, etc.) for two second generation gas condensate generating sets.
The parameters of the modular power plant under construction (GPES) correspond to the parameters of the best foreign analogues.

The environmental parameters of the GPES comply with the requirements of Russian regulatory documents.

2. Technological concept of the project

The production of landfill gas is planned by means of a vertical installation in the body of a landfill of polyethylene perforated pipes with a diameter of 160 mm (240 pcs.) To a depth of 15-25 meters, with gravel sprinkling in the lower part, in increments of 20-25 meters, connected to a pipeline system through which landfill gas emitted from the landfill is pumped out using satellite gas compressor stations (GCC). The appearance of the placement of SGKS at the landfill “New World-Eco” is shown in Figure 1.

From satellite gas compressor stations, landfill gas is piped to the main gas compressor station. After GGKS, landfill gas is sent for combustion in gas-fueled gas engines of the gas engine with the aim of generating electricity in the amount of up to 2.0 – 4.8 megawatts per hour. The appearance of the placement of GGKS and block-modular GPU at the power plant site is shown in Figure 2.

The landfill gas collection system is located throughout the landfill and includes:

– a group of gas collection wells with heads (Fig. 3);

– condensate collection tanks for removing condensate from landfill gas;

– satellite gas compressor stations with shut-off and control and instrumentation;

– gas condensate wells (CC);

– The main compressor station, consisting of a compress, instrumentation (gas analyzers);

– flare installation (located on the site of the power plant – Fig. 4).

All the main GPPP facilities are located within a 3,000.0 m2 (0.3 ha) site located on the territory of the Novyi Svet-Eco LLC solid waste landfill.

The landfill is organized in the form of an embankment with steep sides. Stored waste is periodically interbedded by sand and inert industrial waste. Its design capacity is 900 thousand tons / year, including municipal solid, municipal, industrial and construction waste. The actual amount of waste received per year is 300 thousand tons / year. The planned remaining life of the landfill is 20 years.

The process of decomposition of municipal solid waste (MSW), consisting of 55 – 70% of organic compounds, proceeds in many ways identical to the process of fermentation of heavily contaminated wastewater or sludge from municipal sewage treatment plants. As a result of this process, biogas is formed having a calorific value of 18900 – 25100 kJ / m3 (4500 – 6000 kcal / m3) and the following average composition (%): methane – 50 – 65, carbon dioxide – 30 – 45, hydrogen sulfide – 0.2 – 0.8, nitrogen, oxygen, hydrogen – 1 – 2, aromatic hydrocarbons, esters – up to 1. The average moisture content of biogas is 35 – 40%.

The landfill gas obtained at landfills is used as a fuel material for generating electricity. At the same time, the utilization of landfill gas from landfills can improve the environmental situation at them, reduce atmospheric pollution and virtually eliminate spontaneous combustion of waste.

The appearance of the placement of a modular gas piston power plant (GPES) on the territory of the MSW landfill in Novy Svet is shown in Figure 5.

The layout of the block-modular step-up substation PS-35/10 with a capacity of 6300 kVA in the territory of the solid waste landfill in the village of Novy Svet-Eco (Leningrad Region) is shown in Figure 6.

The electric energy generated by the GPES is transferred to the electric networks of JSC Lenenergo through a step-up transformer substation with a voltage of 35/10 kV. The energy produced is generated with parameters that meet the requirements of the grid company (TU OAO Lenenergo) and is purchased by it at an approved tariff.
